Your friend was running an outside program that likely tried to hook into Destiny. The pitfalls of PC gaming is being held to the higher standard. The other person you mentioned will likely be met with a ban, though that type will more than likely just make a new account and be right back to cheating. Probably one of the jackwagons that runs "recovery services".
Don't run unsupported/cheat programs while playing online games on PC.
Edit - You might as well get your money back while you can... You won't be seeing a response from Bungie on this post.

So why are there no Hardware bans then ? Like wtf is this banning system ? If they know they are propably going to cheat again with another steam account just Hardware / IP ban him ???

There should definitely be IP and hardware bans, but Bungie only bans accounts for whatever reason. IP bans can still be worked around, like account bans, but hardware bans would definitely be a better deterant.
