When you setup cross-save, you selected your Steam account as the active save data. This would be why you cannot access your Xbox characters. If your intention was to use your Xbox characters on Steam, then you needed to select your Xbox account as the active save data. Please note that cross-save does not merge accounts or data in any way, it simply allows players to use one set of save data across multiple platforms.
