Thanks, but that isn’t going to help with anything. There should be a way to verify I am the owner of both accounts easily. Thanks for your help though. I only figured Bungie would do something smart for the quarantine.

This is not simply a matter of verification of account ownership. The 90 day cooldown period applies to any deactivation, regardless of reason. While it is unfortunate that you had misplaced your account info, and had linked an alternate account, it was your choice to activate cross-save with those particular accounts. This is why multiple opportunities are given to review your information prior to finalizing cross-save. As you were using your Xbox save data, you can still continue playing and progressing on Xbox, while waiting out the cooldown timer.

They do not waive the 90 day lockout for any reason. It is warned about in the FAQ Ninja linked as well as during the setup process. You can still access what you paid for on the individual platforms until you can reactivate cross-save.
