i think you're underestimating that the entire fallen species moved to sol. the way youre putting it is like saying you killed all the world leaders, then wiped out all of china and russia and europe. its a big hit to their population for sure, but it doesnt change the fact that there are still countless left. there could be entire planets full of them on the borders of sol, we just dont know because we havent been to say, pluto or neptune in-game. the red legion should absoloutley be gone; they've lost absoloutley everything and based on how frequently we kill them, there shouldnt be any left around. but the actual cabal empire spans dozens of solar systems, if not more, so there should still be cabal around. i understand the harvester is absoloutley massive and there was probably a couple billion on that to start with, so any RL on mercury makes sense, but anywhere else seems unlikely. as for the other cabal legions, i'm aware a lot of troops were drafted into red legion when they arrived in sol, but i'm not sure if that was EVERY cabal in sol, so there should be some of them kicking about.

 • The Fallen are actually on the verge of going extinct. It's why they banded together under the House of Dusk. The Drifter even talks about that during his pre-match lore talk. Don't forget, the Whirlwind is the equivalent to the Great Disaster for us. Except, the Traveler didn't stick around. The Fallen have been at war with Earth for Centuries. So they've been dying off for a while. Our Guardian is just knocking out a lot of the big names within the 6 years they've been alive. It also wouldn't make sense for Fallen to be anywhere beyond Io. They came to Sol for the Traveler, so being on Pluto wouldn't really have a benefit for them. As for the Cabal. The Red Legion do need to leave. I understand they can't due to their code. But their numbers are dwindling and they're struggling to survive us and the other enemy factions. There are few other Cabal listed by Calus that he wants dead. But I wonder if they'll come to this system.

 • I agree with the idea that they have no reason to be on Pluto but there very well could be a separate fallen house that lives there. Hear me out, not all fallen will think they need the traveler. I believe some would just want to "restart" their empire previous to owning the Traveler. Therefor two houses, the inner house(dusk) trying to reclaim the traveler(and failing) and the outer house(we shall call them dawn haha) and they are just trying to get on their feet again and let go of a scavenger life. Cool idea doubt itll ever come up or happen

 • <Probably not because by the time they get here the system will be overtaken by the Pyramid Armada. They'll be annihilated.>
