The Red Legion became the main force of the Cabal Empire under Ghaul. Once they are assigned to conquer a system they cannot come home until victorious. That is why they’re still a threat. Think about it. Not once in that ending battle from memory do we actually destroy a Cabal ship. We slaughter cabal sure, but I don’t remember downing a ship. It’s not far fetched to believe the fleet is still active, though weakened. The Fallen are also heavily reduced, yes. Which is why the Fallen aren’t doing much at the moment. The three main players are vying for control of the remaining Fallen. We’ll see them come into the fold as long as the Devil Baroness isn’t the one who wins.

  • In the cinamatic cutscenes, outside of the Almighty and the Leviathan, Ghaul's command ship was the biggest fleet ship to arrive. And it wasn't that big compared to Oryx's Dreadnaught. Amanda when she's taking us on board Ghaul's ship, there are Cabal fleets being shot down. So my bet is that once Guardians got their light back, that they would clean up the remaining ships. Don't forget why the Red Legion came here in the first place. We wiped out the last of their commanders during the Taken War after Oryx took their Primus. Not to mention the Dust Giants, Sand Eaters and other Cabal sanctions had a 1/3 up to half of their army taken. This was their last attempt at sending out the big guns and our Guardian stops that.

  • <Actually, any Cabal Carrier is bigger than a Cabal Capital Ship. Still, the Lunar Pyramid doubles in size.>

  • True, I forgot about the carriers. But didn't we take out all the known carriers? I only remember Zhan's ship.

  • <I mean, I don't know. Either way there was a lot in the fleet. I assume the Leviathan took care of most of the remaining Red Legion fleet but I'm sure some ships are still around. I also don't know the nature of the time split the Sundial caused. If the Cabal there are from our timeline and not the future, then there are at least two carriers that parked themselves on Mercury.>

It’s not their last attempt. The Red Legion was simply the Legion belonging to Dominus Ghaul as he attempted to finally claim the title of Emperor. It is not the last of the Cabal Empire. As well as that, it was actually closer to half of the Cabal force in the solar system that was Taken or killed by the time we got to Phobos. After Ghaul’s death the remains of the Red Legion remained leaderless, but several attempts to claim that spot have been made. We’ve put a swift end to any and all aspiring Cabal. The Cabal weren’t just occupying Earth. They occupied Mercury, Mars, Nessus and launched singular operations on other planets... they essentially attempted to weed out any threat to them left in the solar system while the Guardians regrouped. The Red Legion was not just what we saw during the campaign. As Zavala said, we are not an army. We specialise in taking out leadership and leaving the enemy in disarray, which is what raids and strikes are.

  • It kind of was their last attempt. Remember the Bond Brothers strike? They were planning on blowing up the Solar System by destroying the Dreadnaught. And they sent out a distress signal all the way back to the Cabal homeland. Kind of like how Crota in his dying breath called out to his dad. The Cabal invasion just seems really out of place because you have the Hive and Vex that are all so much stronger than them. On top of the Guardians that are avidly snuffing them out across the system. And with the hierarchy system that the Cabal have, I can't really imagine too many commanders are left, and none of them can replace Ghaul since he fought his way to the top. I also find it weird that the Cabal go to a semi-useless planetoid like Nessus instead of going to Venus where the VoG is. Or how twice now the only way they can really stay relevant in their losing fight is to try to undo their problems with Vex tech. I understand that's more of a gameplay thing from Bungie, but I don't know how the Cabal have slipped pass Big Brother Osiris and his all seeing gaze, on two separate occasions.

It still was not their last attempt. The Cabal Empire was not just the Legions we’ve seen thus far. There’s even still some debate whether the Cabal in the system were deployed under Calus or Ghaul, given the use of ‘Emperor’. But as to the last point, Osiris was obsessing over the simulated timelines. When we killed the Undying Mind every timeline changed to the same thing, total annihilation. This shocked Osiris out of the Forest where he realised the Sundial was being tampered with. Each race poses their own threat. For the weakened Cabal and Fallen, it’s currently that their desperation maybe lead to something drastic. Think the Devil Splicers from Rise of Iron or the Psions in this season. I’m fairly certain they did go to Venus though. They were occupying the system. I’m not 100% sure though.
