The only way to unlink an account from your bungie.net account is to sign in with a different platform account (Xbox, Steam, Battle.net) then move to your settings in your account and click "unlink" on your PS account and follow that workflow.
If because of a restriction on your PS account you're not able to complete the workflow because it forces you to sign in (to prove the account is yours), then you're out of luck for that bungie.net account unless something changes with your restriction situation through PS.
The only workaround would be to have an entirely new bungie.net account, link the correct accounts you want (not the bad PS account) and activate cross save through there.

It won't let me unlink my account, it has the unlink button blurred, what can I do?

this worked for me, just make a random new account on one of the platforms you dont use and then go to cross save and link the platforms you want and that works

Same problem. No way to log in to my old PSN account that I want to unlink. Who even thought this was a good design idea to log into old account to unlink it? Now after account gets hacked there's no way to delete its access to Destiny services :) Great work Bungie

So... If I understand correctly.... After thinkin this straight... I'll have to use 2 different account ( xbox , bnet / steam ) because i can't unlink the account i use to log into bungie.net can't i ? so , psn account = unusable. so 1 - log in to bungie.net with bnet 2 - unlink xbox account #1 3 - link xbox account #2 4 - log in to bungie.net with xbox account #2 5 - unlink bnet/steam account 6 - login to 2nd bungie.net account 7 - link xbox account #1 and bnet/steam back. Is this right ? if my bnet is already linked to my steam on 1st bungie.net account and I unlink them, will there will be complication when I link them back on 2nd bungie account ? And... why so complicated ?
