It's only meant to be a in-between as you upgrade to new Shadowkeep armor.
It would be sad if you could customize this armor day 1 and never have to change it. I mean I guess thats your opinion, but seems like a poor way to introduce the expansion, not requiring any farming?
The fact that we get Masterworked 2.0 armor for free seems almost too good. At least limiting the elements controls the issue of having BiS on the first day.

I am mostly just looking for an avenue to get the armor with the element I would want on it, even if it’s a serious grind to do so.

I get what you want to do. You want Enhanced Hand Cannon Targeting, Loader, and Unflinching on your Solstice Gear for example. My point though is if you do this, you create the problem of no one optimizing new gear at all. Why would you?

I guess I just want it more for the way it looks, so maybe they should just make it an ornament or something. I just feel like I grinded out another years worth or gear for all three characters for no reason at all.
