You need to buy an aftermarket controller ("scuff") that will allow you to customize those kinds of things.
Unfortunately, as a PSN player, I can't recommend any good ones. I've had either build-quality or reliability problems with every PSN scuff I've ever bought.

Then you need to find what's the best compromise. I'm a mid-range player, so shooting accuracy is more important to me than snap movement. So I have played with a sensitivity of 3 for most of my time playing Destiny...and only very recently boosted it to a 4. I just accept that I'm going to be at a disadvantage in a close range fight with someone rocking a setting of 10.... ...but I'll have a shooting accuracy advantage over that same guy at the distance I'm looking to fight at.

The point is we shouldnt have to compromise. Every shooting game from f2p ( Fortnite Apex Legends ) to AAA ( CoD ) have these options. Bungie can do it. We just need to bring enough attention to the situation so that they will address it.

Yet none of them have the trademark feel of a Bungie shooter. ...and they might not be able to "do it" without sacrificing that feel. Which would be a VERY bad game design and marketing decision.

If that was the case then the values would also be preset for PC as well but this is not the case. More options are never a bad thing, not having them however is holding the game back from having a smoother feel. Imo of course.

PCs don't have the processing limitations placed on them that consoles do.... ...and the PC version was designed to be played by mouse-and-keyboard. The console version only by controller. Not everything in life has to be custom-tailored to your personal preferences...and the areas in life where it some times is.....you usually wind up paying a significant premium for that level of personsonal customization.

Lol. Process limitations has nothing to do with settings. The ps4 can handle a little option update. This is not a ps2 we're talking about. Its not about being tailored to either. Its about a smoother gameplay experience. Whats wrong with wanting to see the game live up to its potential on console. Imagine if Bungie released D2 on PC with limitations that definitely could have been implemented. You would definitely feel the same way.
