You'll need to contact Sony concerning issues with license sharing and a product not being shared. It's a console feature and not a Bungie/Destiny/Destiny 2 feature. As such, customer support isn't offered directly for it by Bungie. Only the owning account is guaranteed to have licensed use of any purchased content. Other accounts that share that license are license sharing, and as such, need to be discussed with Sony.
