No it wasn't, what gave you that Impression?
It was based around speed and aggression.
We all became to reliant on infinite supers to tether and wells to keep us alive. Nothing in this game is built on exotics, overwise it segregates the community from the casual (you) and the hardcore (me, not afraid to admit it either).
The nerfs havn't affected Reckoning at all. Play smart not like a muppet, rely on your team mates to give you super back, not yourself. We are not a One man Army ffs...

If you haven’t looked it up the exact quote from twab 5/16/2019 is: “Also, because these items are so overwhelmingly strong in situations where players face off against large numbers of enemies, some activities were designed considering the use of armor such as Orpheus Rigs, Phoenix Protocol, Skull of Dire Ahamkara, etc. This means if someone in your fireteam doesn't have these Super Exotics equipped, the activity becomes far more difficult. “
