Absolutely not. It's range as an SMG limits it and makes it a situational weapon. The crucible is filled with Ace of Spades that will outrange and out-gun the recluse unless taken by surprise. My Hero's Burden with Kill Clip puts my Recluse's stats to shame and is just as good but no one is calling for a nerf for that one. Why people are complaining is because of its ease of access. "No Reloading"... But... it is a "Pinnacle Weapon" and for the not so die-hard PvP players; a pain to get. Leave it as is for now folks and enjoy it!
