Apparently bungie post this link all the time according to ZacTheRuler, however I've been all over the fourms looking for help, and I even made a post and asked bungie for a ticket link and they didn't provide me with one, instead they just said "it'll be fixed soon" (that was 2 weeks ago) so now I've finally found a ticket system with helpful troubleshooting steps. if you're missing content for example arc emotes or any other thing you purchased and didn't get, fill this form out: https://www.bungie.net/en/Help/Troubleshoot?oid=13681 Also like this post so others will see it, feel free to repost that link to anyone you see that needs it.
