You can do plenty about it. I'm not great at this, but most serious PVP players have learned to evade shots. I had one match yesterday where I missed nearly every shot. Better players know to bait and duck behind cover or use a hunter dodge. It is still really fun when playing against someone who is way out of position or not paying attention, but most weapons work against people in those situations. I'm not great at evading and do get killed by it, but if we banned every weapon that ever killed me there wouldn't be many weapons left.
