I have exactly the same issue. I am on PC.
Warlock level 50, PL 515, finished Forsaken.
More info here: if you team up with a player in a fireteam that do not have this problem, if he starts a Vanguard Strike activity from his/her playlist and you finish it, you WILL be rewarded with the Daily Challenge for completing one Strike.
So we can not access the Vaguard playlist (including nightfall), but we can complete the challenge related to it.
@BungieHelp please we need you look into this issue and help us solving it. We are unable to access one of the most important parts of the game.

Editado por Cardamom: 9/28/2018 6:48:16 PMI'm really disappointed in the way this issue is being handled. First they ask questions about the issue with no further responses. Then a year later they put it on their known issues list right before the launch of Forsaken. Then they take it off their known issues list without actually fixing the problem. And since that, it's been silence from the help staff. I recommend creating a new character until this issue is resolved. Personally I'm not spending another cent on this game until this game breaking bug, that many players are experiencing, is fixed.
