It would create a greater gap in PvP. Casual players who can't farm prestige modes would not get the mods as you proposed it and so they'd get crushed even easier in crucible, leading to more calls for nerfs.

  • The game was already hamstrung by trying to balance for PvP. If it wasn't for the Crucible, Gear would come with perks on it or multiple mod slots on it. They can't keep holding back the game just to help casuals in PvP

  • Yeah maybe they could lock perk mods or something for at least quick play modes. Or have different tiers for competitive. While I get that there are trolls who love destroying a team of casuals and then tea-bagging their corpses, I would guess that it would be more fun for everyone else if you could always be matched with people who are similarly skilled. (It's like if you're a professional MMA fighter, you'd look like an ***hole if you beat the shit out of a high school wrestler and then tea-bagged him and told him to "git gud" before promising to **** his mom in the ***.) At the same time, half the reason to continue playing any looter is being able to slowly min-max your character. If Diablo 3 always dropped loot with the exact same stats, there's not much chance it would still have the same player base. I agree Bungie has to do something otherwise people will get all the drops and quit playing (Well at least the people motivated by loot drops.)
