I kind of think they should have a slightly higher drop rate, especially from nightfalls. I used to farm nightfalls for drop specific loot, since Rise of Iron, I've only received one key from a nightfall.
Outside of that, it feels like maybe 1 out of 10ish strikes (heroic or regular) gives a key. Sometimes it feels like 15 strikes without a key but sometimes it's only 5

I am at thelast part of the Thorn bounty where you need the key of the abomination heist strike. Did it about 25 times without any key dropping for me ...

I hadn't completed the Sepiks Perfected strike to finish the ROI main story. I went back, completed it, got my key from Shintu dude at Felwinter's Peak. If you have any character that hasn't finished story they could get it that way and pass on to character doing quest.

It is sad the drop rate isn't higher like how it used to be. Sigh . . .
