So I was thinking and I remember watching a video from more console not to long ago where he was covering RoI stuff and showed someone asking bungie a question I believe about character leveling and they responded with there will be something to ensure that all guardians are ready for day 1 of RoI or something like that. Do you guys think this is their way of helping those who haven't hit 40 get there before RoI? What are everyone else theories would love to hear them
