Modular [...] Anti-tank rifles (Eh, pretty cool.)
Legendary effects swap and create (Loving it. Older characters that saved their useless legendaries will be instantly overpowered for sure but I've found it pretty balanced for my new character.)
VCE Armor size conversion (Just a little improvement.)
Level cap (Personally, this is a necessity. I haven't hit the cap yet though so hopefully it'll hold up.)
West Tek tactical optics (Not the biggest fan of the night/thermal filters but still pretty cool.)
Cross cybernetics (This is incredible, the amount of customization and build potential is amazing. Could use more custom models though.)
Chrome bodysuit (Eh, looks good with the cybernetics.)
Looks mirror (Little glitchy, needs good lighting to use.)
Spring in the commonwealth (Jury's out.)

I don't like it tbh, it looks out of place because a huge chunk of grass is still brown

It's alright, basically just adds some green grass where it makes sense.

Why is a level cap a personal necessity for you?

Super Mutants in particular regularly eat 40+ rounds from my two shot assault rifle and take a few minutes to deal respectable damage to me. I want to get ahead of the game and prevent that if I can.
