Try these two steps:
Clearing Console Cache

Restoring Licenses
https://www.bungie.net/en/Help/Article/12181
Then attempt to download it again.
If that doesn't work contact Sony or Microsoft to have them check if the license is indeed attached to your account.

in my purchase history i have two taken king copy's for some reason. One was declined and another was cleared but at 0.00. Could that mean anything?

yeah i already tried those methods the taken king does not appear in my my restore licences.
