No, II's are super soldiers better equipt, better armamaents, and more risky surgerys, the trade off for the risk is better reward. I know that IV's are probably faster, and have better armour. But when a II can only consider a comfortable gravity setting at 3 times earth gravity, fight in and win a war that had been going on for 25-30 years, and can never be defeated by a non-augmented human... I think II's win this battle.

Official classifications only make you something in name only. The others in the group must accept you as one of them to see you as one. Its basic group psychology. Dont believe me? Talk to a Marine, more times than not, he or she will tell you that their staff seargent, or their peers didnt call them a marine until they finished basic training. Its the same case here, 2 years doesnt equate to 6+ years of training. In the II's eyes, they arent spartans, just solixers in spartan armour.

Im going off of facts here. Personally i dont think the IV's are spartans, just more advanced ODST on a higher pay scale and with permanent steroids implanted in their body

Various neural enhansments, sub-dermal implants, ceramics placed in the bones, muscle densifiers, growth spirt inhibitors, and 25 of them or so had duel intel core processors implanted into their brains so they could process things faster and more efficiantly.

We'll see in Halo 5 what IV's can really do.

Im looking forward to what Locke can do, and i want to see Palmer duke it out with kelly. But reguardless, i do believe that the IV's have a leg up, tech wise. And Chief has it in sheer experience. On paper, II's are inferior to IV's, it might be very different in practice.
