Because people are bad.
Because not everybody got a Gjallarhorn.
Because with 29 you'll die at the bugs of Gatekeeper/Atheon Boss Fight.
Because you gonna have to start over that phase when that single guy keeps dieing.
Because people give up too quickly.
You need patience and time (not the weapon), a few 30s would be recommended and lots of experience and positioning which makes it:
Fun, due to the awesome teamwork.
Frustrating, due to the countless wipes.
And last but not least completly a waste of time to hit 30 once you got raid helmet/vex and the pulse rifle. You won't need the other raid weapons as early as possible and can try to acquire them someday later with a more advanced group.
Oh, Main Reason for not running below the required lvl?
1lvl 32% less dmg
2lvl 42% less dmg
3lvl 52% less dmg
4lvl 100% less dmg
Plus you do also receive more dmg.

You can't do the hard raid on level 26, so four levels is non existent.

Actually you can start normal with lvl 23 or 24 while the enemies get tougher till lvl 28 on the raid. So yeah, you can reach that point. Not on hard obviously.

It's not a raid / strike specific thing. It's the base damage adjustment formula the game does. Just ask a level 2 that wanders into Forgotten Shore on Earth: the SHANKS one-shot you (no joke). That said, I thought it was 20% penalty to damage dealt and damage received per level, not the progression he lists above.
