In a nutshell, yes. I'm not sure of the exact details because I'm not Australian and don't really follow their politics too closely, but as far as I know neither of the major parties has complete control of the government but somehow Labour's leader is the Prime Minister.

Labour formed a sort of minority government with a few independent MPs which gave them the majority. A couple of them have since stopped supporting Labour so they no longer have a majority at all, as far as I remember.

True, and that's because the government enters "an emergency situation" if it fails to have a majority. People hate MMP but it is far superior to the FPTP system, and clearly Australia's system.
