Facet of Hope doesn't work
PLATFORM: PlayStation
ISSUE: Facet of hope provides no additional class ability regen with any elemental buff
REPRO STEPS: Equip facet of hope, obtain elemental buff, use class ability, profit
ACTUAL RESULT: No extra ability regeneration
EXPECTED RESULT: Some amount of extra ability regeneration

I can also confirm that Facet of Hope has no effect. I recorded one clip of me waiting for my phoenix dive to recharge at tier 5 recovery without Facet of Hope, and another with Facet of Hope equipped and I kept up devour and/or radiant the entire time. I put both clips into a video editor and trimmed them to the exact frames that I consumed and regained by class ability charge, and both clips were exactly the same length (47.38 seconds).
