Bungie does not give refunds as they are game developers, not retailers. For the refund, you need to contact whomever you bought the game from.
On your, Director go to seasons on the flag to the left hover over what season are ticked green?
There are several prerequisites you need to do before Spider will offer the quest:
1. Unlock the Moon by completing the A Mysterious Disturbance story mission.
2. Unlock the Tangled Shore by completing the Last Call story mission. You will get this from the Quests Archive next to the postmaster in the Tower.
3. Complete the Cryptolith Lure quest, which is started by completing the Trail of the Hunted mission on the Moon, followed by the quest to complete your first Wrathborn hunt after getting the lure from Crow on the Tangled Shore.

When I try to obtain the lore I’m prompted to upgrade to the deluxe edition.

I can’t complete the wrath borne hunt because when I try to get the lure I’m prompted to buy the season past which I’ve apparently had for the last two months but the game still prompts me to purchase it when trying to do this. After finally deciding to make the purchase which is technically the second one the game is still prompting me to purchase it.

Acquire the Cryptolith Lure from the table in the Crow's workshop. (on the left ) Configure the Lure to enable a Wrathborn hunt. Charge by doing strikes, Gambit, Crucible. Configure Cryptolith Lure. Open and add mods Wrathborn defeated. Speak with The Crow.

The game isn’t letting me get it man it’s not a quest issues it’s not because I don’t know what to do I’ve watched videos on YouTube. It’s a licenses issue for some reason destiny doesn’t think I have the deluxe edition even though I’ve purchased it twice.

Then you do not own the Season of the Hunt which you HAVE to own to be able to do the Hawkmoon quest.

Since when do you need a deluxe edition to get the Hawkmoon quest?

Listen. 1 of 2 things is happening here. Option one bungie is false advertising to get money. “Gain access to all season passes past and present” literally said it on the banner that popped up on my screen when I tried to acquire the lure. Option for some reason there’s something wrong with the licensing in my account to wear destiny thinks I don’t have it it because it’s continuing to prompt me to purchase something I’ve already purchase twice. Either way I think that it it’s a little above your pay grade and I’d like you to point me in the direction of someone who can help. Because all you have done is tell me to go the table and get the quest which is literally what I’ve been trying to do and also tells me you clearly haven’t listened to word I’ve been saying. this whole time.

Yes, when i talk to the crow and try to the lure there’s a steam page that pops and says “buy the deluxe addition to gain access to all season passes, past and present.” Bought it and it still prompts me to buy it.

Thats odd. Steam normally tells you when you already bought a product and usually doesnt let you buy it twice (you have mentioned that you purchased it again, haven't you?), unless it is a gift for someone else (?). If you bought it twice, you definitely should contact Steam (especially for the refund) and ask them, why that is even possible. Perhaps Steam is to blaim for not correctly registering the purchase. Definitely try to get your money back first (and maybe the problem will get solved along the way).

After researching other forums the reason why I didn’t have it was because the deluxe edition was activated on my ps4 account that was cross saved to steam and then I disabled it’s so my current account didn’t have the deluxe edition. But I repurchased it so I mean I should have it anyway. I don’t know man this support system is a pain.

That's weird. And you have access to the other content of Season of the Hunt? The cryptolith upgrades? The 5 Hunts (4 regurlar and the weekly High Celebrant)?

And, perhaps, Steam will look into it and will try to resolve the issue for you (with higher fervor, since they don't want to miss out on the money). And even, if they just refund the money, (I aussume, you still want have access to the content) you could repurchase it later on, when (or, rather, if) Bungie resolves the issue themselves. But at least, you wouldn't loose money over it. (Because, in my humble opinion, you aren't missing out on that much content. Idk... Hawkmoon and the Hunts? Not gonna lie, they aren't really worth losing money over it.)
