Why doesn’t it just have a reasonable amount of ammo as a baseline and I can choose to increase mu reserves if I feel I’m going to rely on it more? Why should I have to dedicate a build to getting a whole two magazines out of a weapon?

don't have an answer, but if fusion's is what you like to use is it really that bad of an idea to make a build around it. you could make another build around shotguns or HC or snipers. I keep on me the gear I like the look of for infusions. Sometimes the perks I like easy to vault or upgrade over the one I'm carrying. When I hit that 600 then I'll decide my all purpose gear, then I'll have my specialty gear and it might be one in the same. good luck with your conundrum.
