Rasputin never shot the Traveler. Rasputin is a selfish dick and won't help anyone. The Reef still lacks the military strength to do anything even if they wanted to, which the don't because its not their problem.

Rasputin 5 is just a log of Rasputin creating a contingency subroutine. It is not evidence of Rasputin attacking the Traveller. If you look at the event ID you will see that it was written before the Darkness had arrived. Other cards show that Rasputin installed Loki Crown hidden from the eyes of the traveller and the other Warminds. So he had the components in place to activate this routine. Since Midnight Exigent happened, it's save to assume it would have been used to cripple or confine the [O] on Earth. But this is all hypothetical since it's all a made up story. I just would have loved to find out what the writer had in mind for us instead of getting a garbled mess. I very much prefer SciFi to Fantasy and even though Witcher is a very good game isn't half as interesting as is this scenario.

One of the criteria needed for him to attack the Traveller is both WARWATCH and ISR indicating that the Traveller is preparing to flee, the Dreams of Alpha Lupi tells us that the Traveller had no intention of fleeing, that Earth was the place it was going to make it's stand and fight. Since Io was left in a partially terraformed state it is safe to assume that the Traveller was there when the Darkness arrived and then rushed back to Earth to defend Humanity.
