I always felt that reforging should only work on 1 perk.
You can choose to reforge one perk. This would give you three other RNG perks to choose from. Once selected the perks become locked on that weapon.
Prevents easy "god rolls" and limits reforging a bit.

It would definitely be better than nothing, and I think it's good to get an idea like this out. The wider the range of ideas, the more we could narrow down what we think, as a community, would work best.
