Going into the April update I had a bunch of exotic engrams stored away until I hit 330Light. They decrypted into the higher light levels, ie. 334/335. Assuming same will be true for RoI.
Also, I have every exotic weapon in the game, and every exotic armor piece worth having.

April update was just a free update. You have never gotten higher light levels for decrypting for paid expansions.
