Bungie does not discuss restrictions or bans. It's their policy. Firstly, restrictions are short-term and bans are long term. So if it game him a time limit, then he's restricted. Secondly. the NORMAL amounts are 1-2 weeks for regular crucible and 1-2 months for TRIALS. So chances are he's only blocked from TRIALS for 2 months but can play regular crucible sooner. Probably. Thirdly, as for reason... there are multiple possibilities. As of 1-2 months ago, Bungie started officially restricting people with historic lag / red-barring as a kick in the pants to get people to try improving their networking situation (wifi / router settings / etc.). This is on top of the normal reasons, such as suspicious activity in trials and what-not.
