To me it's bad because it's happening within close-medium ranges, where primaries are supposed to still be very lethal though maybe less accurate.

Outgunned is one thing, putting 12 rounds of high impact auto rifle into them so they can double body shot, that's -blam!-ing dumb. At further ranges it'd be expected due to the auto rifle not being effective.

They outplayed you. It's hard to do, I respect people who can snipe at close range. The people who I don't respect are those who hard scope the whole game at the back of the map, doing nothing for their team.

I think a small amount of sniper sway that gets worse with time ADSing would make then more of a skilled long range weapon not a super powerful quasi scout rifle.

Not sure about that, but I feel how the sway worked in Dust 514 was good. If bounced a little if they stood, it'd bounce none if they crouched, it'd bounce twice as much if moving while standing, it'd bounce as if they were standing if they moved while crouching. Turning was kinda slow too. Longer maps and stronger primaries within close to medium ranges would help solidify their positions.
