117, factually speaking, is augmented (a SPARTAN II, to be precise), has faced things much deadlier and much more alien than this, and is also geared in power armour with a variety of weapons at his disposal, and can easily slip up and snap his opponent's neck before they knew he was there. Additionally, 117 has a motion tracker, meaning he pretty much always knows where his opponent is, if said opponent is within it's proximity.

I believe that has been considered before at some point, but given the fact that pure "human" is not seen in Warframe, it must be further in the future than Halo.
