That is an outdated concept. pay2win = paying for any in game advantage. Even accessing content faster is pay2win. Very few game still actually do the This item is only buy able in CS AND is not dropped obtainable in game AND has better stats than in game items. I getting tired of the white knight defenders saying things are not pay2win.

Actually that concept is still very apt. Bungie explained this new system extremely concise. There is no advantage to players who buy sterling chests from Tess since they aren't max light level right out of the box. Therefore, those players still need to [u]play the game[/u], just like those players who choose [u]not[/u] to use silver, to get gear they'd need to sacrifice for infusion. There is equal chance that a player not using silver could get a good roll from a random drop when compared to a player that spends real life money for Sterling Chests. Sterling Chests are purely cosmetic items.
