I'm a Titan saying nope to changes you desire. It requires some skill to move with Blink and to master it is a harder thing. Spamming is a different thing and you've gotta learn to fight back.

it takes very little skill. i use it on my warloc and its complete crap the things i can get away with.

thats with anything though. skill will always come out on top, but i am mostly talking about mechanics.
