Is it considered boosting to do an open world event on someone else's account?
I've tried finding the definition of boosting and it seems like most things are pvp or super end game related. I don't want to get banned which is why I am coming here first to get confirmation. I've read mixed opinions on various sites, but nothing conclusive other than a link to this article, which doesn't cover what boosting actually is (I saw a mention of PvP, but that was it)

Is it within the terms of service to log into their account exclusively for vex incursions?

you are completing an activity on someone else's account, yes that is boosting by definition, as you are boosting the account in the form of exotic drops.
