Faction Reset Rank Not Awarding New Exotic
When resetting various faction ranks such as crucible or vanguard, the "reset rank" states, "engram contains a new exotic if any remain to be collected; otherwise contains a random Exotic armor item." I have one last exotic armor piece to collect on my hunter, however, after about 6 resets for either rank, I am being given the random armor piece instead of the last one I have yet to unlock (Blight Ranger).
Am I misinterpreting the reward for resetting rank, or is this a bug?

Today’s lost sector has helmet, so you can get it now.
