Powerful gear not powerful
My light level is 698, and since the beginning of the week all my powerfuls are dropping at one level over mine (699)
Also earlier I claimed a spider powerful bounty and got a 698 weapon

Once you hit 690, powerful gear drops (besides Prime Engrams) will only be one level higher than your overall level. I've gotten one that was the same level as well, but I think that's just a fluke. By the way, I noticed you have two Warlocks. In case you didn't know, doing activities on more than one of the same class will throttle powerful gear drops for the second one.
