Between the three elder cipher weapons, Dreg's promise is clearly the weakest option. Lord of Wolves has a strong niche in PvE and PvP, and the upcoming buff will make it a fantastic team support weapon. The Queenbreaker's Bow isn't exactly a competitive choice, but it's fun to use and very rewarding as well. However, the Dreg's promise has no niche, and isn't very fun to use. It's very similar to the Vestian dynasty, but the Dreg's Promise requires an exotic slot, and the exotic perk doesn't bring anything useful to the table, especially when you consider the perk is only useful if you miss your target. When choosing an exotic secondary, the weapon should either be a reliable sidearm, or a powerful tool. Unfortunately, Dreg's Promise has neither. The burst-fire mode hurts stability since I'm always firing just above the head of my target, and with such a small mag the reload speed needs to be improved. It just isn't a fast killer in PvP, and it can't manage sustained fire in PvE.
Any other ideas for a buff?

Shouldn't have to lead your targets. Remove travel time on rounds, or at least shorten them way up

Make it full auto, increase stability and boom, G18 in Destiny.

I think it should have been a regular hand cannon. High speed pulse shots, with the target acquisition and the strength of a hand cannon. And the bullets should have homing. I don't know why the fallen versions of the weapons are waaaay more powerful than the ones we get. Shrapnel launcher has way less spread and projectiles travel way further. Than can snipe you out of mid air. The shock pistol is way more accurate from way further. On 34 or 35 The shock rifle is a two or three shot kill, even with body shots when the vandals use them. And I run high armor low agility.
