Thanks for reaching out!
Please double-check that you've acquired all 15 Encryption Bits. If you haven’t acquired all of the Encryption Bits yet, make sure you’ve collected all region chests in the Pale Heart and searched all of the rubble piles in the Cyst activities.
After you’ve interacted with all the intended chests and rubble piles, you should receive the Lost Encryption Code, regardless of the number of bits that have appeared in your inventory.
If you're still having trouble, please make sure you've completed the Gilded Treasure and One Man's Trash triumphs.
If the issue still persists, please take a screenshot or two showing the issue along with the 15 Encryption Bits and missing Lost Encryption Code and upload it to imgur, then send us the link. We'll be glad to pass it along to the developers for investigation.

Hi, @BNGHelp5 thank you for your reply! Here are several links showing that I am currently blocked from getting the Legendary Khvostov. In the meantime, you may want to double-check the 15 locations for the Encryption Bits to ensure that none were missed. After collecting all of them, the code will appear in your inventory regardless of the number of Encryption Bits you currently have.

@bnghelp5 I definitely have probably at least quadruple checked all locations if not more. There are no rubbish piles to scan nor region chests to loot because I have already scanned and looted all 15 hence completion of the 2 triumphs. I really appreciate you passing this on to the devs. I have my Mote of Primordial Light so I'm ready to get the Exotic Khvostov but currently blocked by not being able to get the Legendary :)
