Destiny has never been an rpg. Sure, some rpg elements, but it is and always has been a shooter first and foremost. If anyone expects something other than that, that's their own fault.

People keep saying this but I have no idea what it means. How is a game with separate classes, stats, loot-based gameplay, and level progression not an RPG?

Hm, No. This goes back to what Bungie was hyping up. Destiny 1 was hyped up as a story heavy FPS RPG. And by the end of Year 3 people were expecting the ongoing trend of RPG aspects. D2 strips those RPG aspects away. Things like RNG and the grimoire (which should be in the game). In order to fall back on the standard shooter formula of games like Halo and CoD. Destiny 2 takes what made it a unique franchise among the many FPS games and gets rid of them. Many of the hardcore audience stuck around for the past 3 Years because they wanted the "Ancient Fantasy + Hard Science Fiction" FPS RPG they were promised at the first demo. D2 is a regression to a standard shooter formula rather than a continuation of what they got by the end of year 3.
