The engram level will only change if/when the character is 300 w/o mods (305 w/ mods). This has been my understanding, at least, and what has been reported by users on reddit who supposedly did some research on the matter.

I understand that , went as far as to remove mods an no luck! Moved gear around so I was 300.

Correct! I made sure I had no lengardy mods still no change. I'll keep trying, just a little fustrating. Thank for the reply

How are you 300 without mods but only 304 with mods? If that is the case you not having legendary mods is the problem not the vendor drops.

I see your characters have most of their gear w/ legendary mods equipped. Did you change back?

Are you able to switch it all back to what you had on (assuming that won’t mean having to rebuy/reequip mods afterwards)?

I'll give it ago later, if I have to rebuy or reequip it's no big deal. I run enough where getting the glimmer to buy mods is no problem. I would like to thank you.
