It's strong, but it's an exotic heavy, not really much to complain about in pvp, in gambit it is a problem, not in pvp. I would rather use something like chaperone, LoW or exotic hand cannon fot my exotic than heavy weapon. You probably didn't played in season 7, then Truth had 3 shots from heavy ammo brick

Gjallarhorn’s usage is around 4% the next best exotic heavy is 0.2%(the Wardcliff Coil). Tell me that’s balanced…

It's definitely the best heavy, I just don't really care about some heavy being strong in pvp
