As someone who leveled up over 300 sans the raid or iron banner, I can say that court of Oryx is your friend. Just place the runes to ensure you maximize your engrams, and wear your highest light gear as many auto decrypt. Eventually you will be something you can infuse and hit 300. The reciprocal runes can easily be done solo.

I've been fortunate to get a cloak, primary and artifact at 300 from the Court of Oryx, all from Stolen runes. I'm stuck at 298 across all three Guardians. I have 31 exotic engrams ready to decipher when I hit 300 or the December update gets uploaded.
