And after upgrading it cost you an additional 10 weapons parts to infuse another weapon into. Giving you back no weapons parts. Also no green engrams in patrol chests after a certain level or green drops. So blues are less frequent. Then as stated by some one else 2 in 10 blues may be weapons. If it's a 290-300 you're less likely to break it down as it's perfect for infusing into your favorite gun. So in the vault it goes until you get enough parts. Catch 22 really.

Exactly I have exotics I haven't upgraded fully yet because of lack of weapon parts This wasn't an issue in vanilla destiny and having excess weapons parts has no ill effect on gameplay but having none punishes players for trying to enjoy gameplay mechanics with experimenting different builds

Add the fact that some people get more weapon drops and some get more armor. Add on top of all that thst they reduced the amount you get for dismantling. There's your weapon part drought.
