He probably got it from increasing NM rank. Once you reach rank 3, the faction will reward you with a package just like the cryptarch.

I am rank 3 with NM, I just didn't know you could get that from the cryptarch rewards.

Then you should have received a package. I just reached rank 3 with NM yesterday and they rewarded me with Vanquisher Auto Rifle.

I did receive a package, I got the NM shotgun a while back. But the point I'm trying to make, is that I didn't even know a NM hand cannon existed lol. The NM vendor doesn't even sell one, so I didn't think one existed.

Hmm yeah so i think we can assume all factions hold all types of weapons, just that we have to earn them. Just when i thought i can move on to Dead Orbit lol
