The definition I got for terrorism: ˈterəˌrizəm/ noun 1. the use of violence and intimidation in the pursuit of political aims. Japan was bombed to scare them from fighting longer. Hitler used many fear tactics to pursue his ideal world without Jews.

Under international law (which btw there are loads of different definitions for terrorism: there is no universal definition), those were not terrorist attacks. If anything they would be war crimes.

That was an act of war, and the holocaust was an act of genocide. Both of those things were horrible, but they weren't terrorism.
