It is not Titans that are the enemies. It is the entire world. Just to be clear, there are no more Titans except main character ones on their island right?

And then there are more Titan shifters in Marley, (The country that has been sending the Titans to Paradise, to attack the Eldians.) This includes Reiner, Zeke, Piek (That horse titan in season 3) And Porco, (Who are Ymir to gain the Jaws titan power for Marley). As well as a hidden 9th titan shifter in Marley.

Guess I should have rephrased it. There are no more Titans left that had no (Showable) backstory given to them. Think of it like - Feral Titans - Basically the fodder type - Character Titans - all the ones you mentioned that has chosen characters given to them.
