I play daily and I’ve gotten every weapon besides talon and voices and most of the armor I want, as a whole I’m missing 2 on hunter, 2 on lock and all of them on my Titan (but I don’t play Titan much).
There may be some merit to what you’re saying, I wouldn’t put it past them but from my personal experience playing regularly helps too.

Not for me it doesn't. I have had 2 exotics in the last couple of weeks, Geo's my first warlock exotic and a duplicate Borealis which as my heavy was full, should've gone to postmaster, instead it's MIA, so technically only 1. I play every day, so I am giving it a rest for a few days to see what happens ..
