No, people use it for the headshot bounty, how else can someone earn the 6000+ rep in the week?

By using an AR that isn't OP? I can do the headshot bounty on my Vanquisher easy as anything.

Some can't, so the increased damage and stability with lowered rate of fire make it easier, remember, bounties really help toward the 6000+ rep to get the gauntlets for a lot of people
