No it won't. Once Curse drops and everyone blows through content in a day, it's back to square one with suck ass, hand holding PvP Watch and see. PvP sustains this game for the most between content drops because not everyone raids every week. But PvP is easily accessible. Hopefully those sandbox tweaks are legendary because it's gonna take a miracle for D2 PvP

Ok. Think of a weapon which might be good if it had a different perk.

Its not different perk, from what I understand they have a whole set of new perks with the new “mod” system that they have and im calling them mods because thats what they pretty much are. They basically are perks that are very similar to the artifacts perks as they add to the perks you have but only add little gimmicks like orbs on multi kill or something like extra glimmer on headshot or something. I hope they have more then that but from what they are showing its basically attachable legendary artifacts from destiny 1 to weapons. Its pretty cool but its far from random rolls and idk if it will “quell” the masses as i don’t think its enough.... yet

Guiding sight: give it braced frame and zen moment. For Christ's sake, it's an Iron Banner weapon with pulse monitor. When is that ever useful? Royal Dispension: high caliber rounds and trade grave robber for zen moment, braced frame, kill clip, or outlaw. Imagine if Lincoln Green had rifled barrel for more range? I would gladly trade one of the two first column perks on Antiope for braced frame. I would love to have a handcannon with explosive rounds and dragonfly..... I could go on. Rather than wait for them to release a weapon, I could be grinding for it

Dragonfly and explosive rounds aren't stats though. Neither is high caliber rounds. Even zen moment isn't a stat and prefer that over braced frame. Or kill clip. Stats are one thing, but managing to get that one roll with nifty little effects is an entirely different thing.
