It's a 15 percent damage increase for 3 seconds.....it's not as good as it sounds really. I used to try and roll all my how legendaries for cc, but for pvp use, there are better perks that are better suited for pvp and not as niche. Now if crowd control could be stacked a few times (not damage percent increase) like time increase extended up to 9 seconds or no cool down between activation, it would be such a better perk. As it is now, you get a kill, get the 3 seconds damage buff which is gone halfway through you shooting at next target, or runs out before you find your next target. Then you have to wait a kill out for it to be able to activate again. If it just added 3 seconds to the buff duration, or reset on each kill (up to a max # before the cool down is imposed) it would be such a better pvp perk.
